Ethiopia is one of the largest counties in Africa both in terms of size and population. It has also registered growth rates of over 8% for the last 15 years. This sustained growth has driven progress on many key social indicators. Between 2004 and 2018, per capita income increased sixfold, secondary school enrolment rates more than tripled and the mortality rate for the under-fives more than halved.

The Ethiopian government’s announcement that it is intending to push ahead with the liberalisation of the country’s telecommunications sector has attracted significant international interest. This includes plans to divest a 49% stake in Ethio Telecom, the state monopoly operator, and to issue two licenses to new multinational operators.
