Chief Strategy & Planning Officer | Transnet

Andrew is the Chief Strategy and Planning Officer at Transnet. He was previously a Partner in PwC’s Capital Projects and Infrastructure Practice and served as PwC’s Transport and Logistics Leader for Africa. He holds a BSc, MSc in Engineering, a PhD in Economics, and an MBA.

With a global track record, Andrew has led infrastructure and operations projects across roads, rail, ports, energy, pipelines, and telecommunications. He has managed the full infrastructure lifecycle—spanning strategic planning, cost and demand assessments, business case development, procurement and financing, execution, operations, and delivery.

At Transnet, Andrew leads a team of specialists focused on improving operational performance and executing a comprehensive turnaround strategy. This strategy aims to ensure the sustainability of critical commodity and industrial supply chains by integrating rail, port, and pipeline operations. A key mandate is to improve Transnet’s logistics performance and drive private sector participation across these logistics value chains to increase throughput and efficiency.

Previously, Andrew served as CEO of Broadband Infraco, a state-owned wholesale broadband telecom provider with a national footprint and international undersea cable connectivity. He also worked as a lead transport specialist at a development bank and held senior roles within government, where he was responsible for oversight of state-owned entities including Transnet, SAA, and SA Express. His government experience included strategy and policy development, legislative oversight, and regulatory responsibilities.

Andrew is a published author and frequent speaker on infrastructure, transport, and logistics. He has been quoted in the media and featured on television and radio.
