This is well aligned with Vision 2050's emphasis on greater domestic value addition rather than exporting raw materials.

A high-level Government-investor dialogue on how Tanzania can finance and deliver the power system required for Vision 2050, while using green finance, climate finance, carbon markets and private capital to accelerate renewable energy and the wider energy transition. Vision 2050 explicitly links energy with industrialisation and identifies expansion of hydropower, solar, wind and geothermal, alongside transmission/distribution improvements. It also identifies access to affordable finance as a constraint on renewable-energy investment.
